WinXP: Right click on blank desktop, click Properties, click Settings tab. Move the "Screen resolution" slide bar so that the whole screen is used up. In your case the vertical resolution is higher than the screens or horizontal resolution is not high enough.
Screens tends to do scaling. Check the "Native Resolution" of the screen and set it as the Screen Resolution.
