If you 'formatted' or hard reset, and still has problems, nothing is wrong with the software of the phone. You must talk with your cellphone provider/carrier, as it looks like as its a problem with their SMS service and how it doesn't work when your phone is off...
It could be a hardware issue, but highly unlikely as everything else seems to be fine, other than that one issue.

i really think it's a virus because i got it when my friend inserted her memory card in my mobile device. before, i dont have it. it all started when she inserted her memcard.
