Is not the monitor, its the graphics driver for the windows. you can boot it in safe mode and try to remove the drivers but that seldom works.. The solution is to reformat it again this time DO NOT INSTALL THE GRAPHICS DRIVERS let the system use the windows default.

I assume by power is good you mean when you press the power button on the pc it spins up.
1) unplug all the components such as hard drive, floppy and USB from the motherboard.
(so you should only have the VGA, monitor and motherboard with RAM and CPU.) turn it on and see if you get a screen. if you don't there is possibly a problem with the motherboard.
if you do get some display on the screen 2) switch off and plug in one component at a time and then switch back on. if it works turn it off and plug in the next component and turn it back on. repeat until you find the faulty component that cause it to not turn on.

In hp the power supply they use does not die on you completely; it will start but not feed the computer.
So change it to generic brand and every thing will work fine.

I have had the same issue several times and we have at work had to call out a HP engineer.
They replaced the motherboard every time, every screw, nut and bolt.
Takes them an hr but it works after this.

tried to do jumper reset but was unable to accurately and adequately use them to reset, unsure if i did this correctly. is there a ROM_recovery? how do i do this?
