I would contact TomTom customer service and request a replacement. That should be an inexpensive replacement cost. Otherwise you can look search the web for an ISO copy of the disk that someone has made and burn that to a blank CD or DVD. I'd just contact TOMTOM customer support.
You don't need a CD. When you buy a new TomTom you even won't find a CD or DVD in the box. All software you need is available as a free download on the TomTom Website.
