Seems like your DS needs repair as it is an internal circuit board problem. Nothing you can do without dismantling it.

Dirt and liquids might be obstructing your Direction pad from working correctly and you can only solve this opening the DS and cleaning the circuit board and the rubber buttons with alcohol and drying it. There might be a chance for the DS to get more damaged if the cause are liquids and these reach other sensitive circuit parts.

If your D-Pad is broken, send it into Nintendo for a fix, for an amount of money though. Go to thier web-site at www.nintendo.com, select your country, then hit customer support, then find thier 1-800 number.
