I have the Gaggia exploded parts diagram for this coffee grinder, but I can't locate where the replacement fuse goes. Is it on the "rectifier" printed circuit card? I could completely disassemble the grinder, I suppose, but I'm told that this fuse replacement is relatively simple. Does anyone know the minimum steps required to do this?

Nice unit! Replace the part. Try www.smallappliance.com.
If you want to try to glue it first, get a product from 3 M. I think they call it super strength glue. Scrape off all traces of whatever you used before. Follow the instructions exactly.

It could well be gummed up with years of coffee bean residue
Very simple to take apart. There are two screws holding the cannister. They are hidden under 5mm round rubber covers that you have to pry off. Then remove the two screws holding the plastic cover. Mark the position of the numbered dial relative to the brass burr assembly then remove it. Once exposed, you should be able to figure out why it is locked. Scrape away as much gunk as you can.

SOURCE: how can I clean my Gaggia burr coffee grinder?
For parts you can see, use an artists paintbrush. If you want to clean the internals, grind some panko breadcrumbs or raw rice grains, then run some coffee through it a few times before using.

More information:
It appears that the best way to disassemble the MDF coffee grinder is to take off the base of the unit to get to the eletrical parts. The screws on the bottom are a variant on Torx that I have never seen: there's a nipple in the center of the socket that the Torx wrench would fit into. I'm told this is a "security feature" and that ony special Torx wrenches can be used here. Do I need to buy a special tool to take this grinder apart?
And I still don't know where the automotive style fuse is supposed to go.
I need the instructions (procedure) for replacing this fuse. Can anyone help?
