SOURCE: am trying to open pool, motor hums but will not run
Sounds like COULD BE something (a small stone or twig) jammed in the impeller. See if you can spin it using a long screwdriver, if it moves, it is not jammed. If it spins, I hate to say it might be the motor is gone.

The pump does not need to be on during the fill process. You don't need to turn the pump on until the water level gets to the middle of the skimmer. The skimmer pulls water out of the pool to power the pump. It then goes through the filter and out the returns (jets) into the pool. If there is not enough water going to the pump (through the skimmer), the pump will run dry and burn up.
