You have to clean the clear "bubble" also. Any residue toner will show the machine that the container is full.
By the way, this is one of the easiest waste bottles in Xerox brand to empty.

If you can remove the waste toner cartridge go ahead and empty it out manually. Make sure that it is completly clean out. I use compressed air to flush out any residue.
