You didn't give the model number of the compressor so best guess is the unloader is not working. When this happens the delivery line will have head pressure when the compressor starts and will work hard to run. The unloader drains head pressure so it starts easy like when the tank is empty. The unloader is on the pressure switch. It is possible your check vavle is bad so it's leaking air back from the tank but you should hear the unloader unloading for a long time instead of a quick hiss when the compressor shuts off normally.
Sounds to me like the setting on the compressor are set to high, there may be an adjustment on the pressure switch to set it at a lower restart pressure.
