How do you replace the torsion spring on a Lawnboy mower model 10655?

SOURCE: Lawnboy Model 10424 how much tension to put on the Air vane

mower will not idle up under load. does not stall but idle slows any help would be appreciated

SOURCE: what locks in the left and right torsion springs

the proper set up on thre bar which hols thr springs is plate lock handle part 107-3946 then the right hand torsion spring 108-0953,make sure the spring hooks over the plate lock, then left hand torsion spring then bar slides through left hand hole and lever release 40-1823-03 attaches to end of bar with a set screw
