In most countries it is legal for law enforcement and military officials to carry. For a civilian to carry a police baton varies from country to country.
Within the United states the laws regarding carrying and pocessing a police baton change from state to state. In some states like Vermont and Arizona one is able to legally carry a baton if you don't have criminal intent or unlawful behaviour. On the other end of the spectrum states like California prohibit the carrying of any club like weapons by a civilian.
In the UK the prevention of crime act of 1953 prohibited the carrying of batons in a public space because they are objects that are adapted for causing harm to another person. The UK also has laws about the manufacturing, selling and importing batons.
Probably one of the most leanient countries in regards to carrying police batons is Canada. They have no laws against carrying a baton in a public area so long as it is not spring loaded or being carried consealed. While in Sweden one is permitted to own a baton so long as they don't carry it in a public space if they are a private citizen.
