Some garden implements by a certain make or model have known issues. The most obvious thing that causes this is the the prime bubble is in the wrong way around. They have non return valves and only pump in one direction. There is an arrow on it somewhere and should be pointing to the carburetor. Or there is a blockage in the feed to the primer bulb, can you see fuel in it? Or the carburetor is gummed up from the winter lay up and the the fuel level float is stuck and preventing fuel going into the carb.
