the cars battery must be good and fully charged or it will only be silent, or clicks or only chatters.

and all fuses good, cab and engine bay.
the Solenoid is mounted to the side of the STARTER MOTOR.
is the relay under hood clicking, marked START RELAY?
that is very good sign ! and that relay can be bad.
10x more easy to change out relay than any starter pull.
same goes for jumper cable jump starts, fast /easy to do.
battery lugs not rusty or loose , acid damaged we clean them.
the starter can be hot wire jumped to prove it works in situ.
ask how, or youtube 1000 of examples,
the cars PCM controls the starter relay
the IMMO does not cut starter, it only cuts fuel/spark on this car.
so is not it.
FIY, no car battery ever lasted 21 years.
about 5 to 7 years is PAR. is yours that old? it has marks on the battery for that, , dated.

The battery is flat. Charge it up. Quick test, turn the headlight on, and turn the key. Do the headlights look like a yellow glow worm? The solenoid is part of the starter, it is the lump on top.
